Janet Williams QPM
Janet Williams joined Torchlight in November 2012 from the Metropolitan Police Scotland Yard where she was Deputy Assistant Commissioner Security and Protection as well as National ACPO Cyber-Crime Lead for UK Law Enforcement.
Janet led the Security and Protection Commands through a most demanding time in its history including the Papal visit, Royal Wedding, HM the Queen’s Diamond Jubilee and the Olympic and Paralympics games 2012. She led the police planning for Olympic site and venue security, covert policing, VIP protection and International Liaison with all 204 participating countries, all of which received international acclaim. In 2008 Janet formed the National Law Enforcement Cyber Crime Capability, securing government investment, staffing and a unique public/private partnership which led to outstanding outcomes and an international reputation for excellence.
Previously Janet was the operational lead for all specialist crime units at Scotland Yard where under her leadership her units delivered outstanding performance. She was commander Special Branch and has broad counter terrorism experience at both strategic and operational levels under pinned by an intelligence background and extensive cross government co ordination experience on the management of risk.
In addition to her role at Torchlight Janet is chair of Interpol’s Protection and Security International Expert Group, advising on the planning of large events worldwide including the Qatar world cup 2022. She is the founder and president of CSSC, a charity fostering improved communications between public service and industry. She is a Non Executive Director of HMRC as well as patron of the Wilberforce Society, Emmanuel College Cambridge.
Allan is the Strategy Director and one of the three co-founders of Torchlight.
Allan is a former British Army officer with over twenty years' experience in the intelligence and explosive ordnance disposal fields. His extensive military career culminated with Command of a specialist intelligence capability deployed in direct support of network attack operations in Afghanistan. In this role he oversaw the highly successful delivery of an entirely new intelligence organisation of 200 staff, a project with costs in excess of L20 million, whilst significantly increasing both operational output and customer confidence. He has been central to the UK's development of the concept of fused materiel and personnel intelligence exploitation, bringing together traditional and emergent information collection techniques from both the military and policing sectors, most notably in the forensic and biometric domains. He has extensive experience of intelligence analysis and its operational application, with a particular background in the counter IED and network attack fields.
Allan has worked widely in complex, cross government and multinational environments, and has a proven ability to influence at the highest political levels. His skill set has been grounded by extensive deployed operational experience in the Balkans, Middle East and Afghanistan, in support of both conventional and Special Forces.
Allan is a graduate of the UK's Advanced Command and Staff Course, holds an MA in Defence Studies from Kings College London, and is currently reading for an MSc in International Security from Cranfield University. He holds UK DV clearance.
Dave Field QPM
Dave is the Operations Director and one of the three co-founders of Torchlight.
David is a former British Police Detective with 30 years' experience in international and domestic counter terrorist Policing. A proven innovator, he established the concept of forensic and biometric intelligence in terrorist investigations, forming and leading the UK's first operational capability in this area. David has played a leading role in the forensic exploitation of the majority of major modern terrorist attacks, including the London Tube bombings of July 2005, the Bali bombing of 2002, and the UK aspects of the 9/11 atrocity. David has worked extensively on cross government network attack operations, often in a complex multi-national environment, and was one of the key driving forces behind the formation of the UK Defence Exploitation Facility. He has deep experience in the use of forensic and biometric intelligence to support expeditionary operations, with a proven ability to operate across the tactical, operational and strategic levels. A proven leader, he was instrumental in the continued development of the UK National Police Bomb Data Centre, a model that has now been widely adopted by both allied and partner nations. As a very highly regarded international expert in the operational application of forensic exploitation techniques, David is the NATO recognised subject matter expert in his field. He is also one of the very few UK police officers who have been cleared to work in US national facilities, including the world leading Terrorist Explosive Device Analytical Centre (TEDAC) at the FBI's Quantico headquarters.
A deeply experienced forensic and biometric professional, David has a wide background across all aspects of policing in the counter terrorist domain, as well as considerable broader skills honed in some of the Metropolitan Police's most sensitive investigations. He was awarded the Queens Police Medal in 2001, and holds UK DV clearance.
Sean is the Commercial Director of Torchlight.
Sean has extensive commercial experience in defence contracting on behalf of multinational defence and logistic companies as well as quantifiable success in the design, development, implementation and management of business win systems in growing organisations. He has held commercial roles in the defence and logistic industries, most recently for Aegis Defence Services Ltd, where he successfully established - and managed - a dedicated business win function for the Aegis Group which includes offices in London, Washington and the Middle East. His achievements included establishing the organisational design, operating model and governance of a dedicated Bids Centre to coordinate the production of competitive government and commercial tenders ranging in value from L10,000-L 1 billion. Along with winning tenders from the Foreign & Commonwealth Office, Gulf Region Governments and the oil & gas industry; his most notable success was bid managing the successful tender of a L510 million framework contract in 2011 to provide security support services for the enduring US Government presence in Iraq.
His earlier experience, mainly in the Gulf Region, included working for a large logistic and stevedoring company in Kuwait. This involved business development in both the commercial and government spheres as well as leading the development of its business win systems which culminated in the successful tender of a L50 million contract let by the United States Defence Energy Supply Centre (DESC). The contract provided over a million litres of fuel a day to Coalition Forces across Southern Iraq.

In a diverse portfolio, Ed acted as a senior military advisor within the Defence science and technology community, and was recognised as pivotal to the conception, testing, and timely delivery of a National Defence Exploitation Facility (UK DEF). He co-authored the underpinning UK Defence C-IED Exploitation Audit and was contributing author to a number of strategic exploitation reviews, influencing UK cross Government decision making at the highest levels. Ed routinely represented UK Defence in complex cross-government working groups and regularly deployed overseas as a national Exploit SME, promoting international engagement and collaboration.
Ed has been fortunate enough to spend the majority of his career within the UK Special Forces community, fulfilling both staff and command roles in a wide variety of challenging environments. His natural leadership qualities were reflected by his selection to instruct the Army's future leaders at the Royal Military Academy Sandhurst, a position he notes as a particular career highlight. Comfortable with operating in a pressurised environment, his broader experience includes a raft of command and technical project management roles within Signals Intelligence, Electronic Warfare and Airborne formations.
Karen Bush joined Torchlight as the Human Resources Director in August 2013.
Karen brings with her extensive commercial HR experience across a diverse spread of organisations from large blue chip multinationals through to SMEs and start-ups. Lex Vehicle Leasing was a financial services business and was a wholly owned subsidiary of HBOS Plc employing over 900 Employees, generating £70m profit before tax with in excess of £1.5 billion assets operating from 3 UK sites generating 10% year on year profit growth. Karen's role was managing an HR and Learning & Development team of 26. During her time here she was the HR lead in a £400 million acquisition of HSBC Vehicle Finance managing both business as usual within the HSBC operation as a member of the Leadership Board as well as the change management activities including detailed due diligence, TUPE and redundancy consultation in a unionised environment, through to full site relocation and a recruitment programme for transferred activities. She also created and implemented performance management and development programmes, managed company restructuring and resourcing projects, introduced talent management and succession planning processes as well as improving engagement and embedding a values based culture.
Within Dun & Bradstreet she supported the acquisition of a competitor business as well as providing strong commercial HR Business Partnering, proactively managing organisational development and change initiatives and driving sales performance. More recently she has worked with Miele creating & implementing specific performance management and development programmes for sales, customer service and service engineers.
Her expertise is in providing strategic HR direction, coaching and supporting the leadership team, focusing on talent acquisition and supporting business development and growth.
